9. CERTIFICATION OF EDUCATIONAL FACILITIES INVENTORYDescription Chapter 1013, F.S., requires each School Board to certify by April 1 of each year that its educational facilities data within the Florida Inventory of School Houses is current and accurate. The district's data has been updated by the Plan Room within Construction Services to reflect all changes made since the 2010 certification.
Recommendation That the School Board of Sarasota County certify that the district's educational facilities data is current and accurate.
10. SEVENTH RESOLUTION TO ACQUIRE AN ELEMENTARY SCHOOL SITE IN NORTH PORTDescription On October 5, 2010, the Board approved the First Resolution, authorizing the acquisition of numerous small parcels for a future elementary school in North Port. This Seventh Resolution approves the sixth batch of contracts for this acquisition.
Recommendation That the School Board approve the Seventh Resolution of the School Board of Sarasota County, Florida, RE: Acquisition of Property for a Future Elementary School in North Port, Florida.
11. APPROVAL OF CASTALDI APPLICATION FOR OLD TRIAD FACILITYDescription The Florida Department of Education requires that a Castaldi analysis be completed and an application submitted to them prior to a school district removing a building from the Florida Inventory of School Houses [FISH] for demolition. This application is to raze all of the structures at the old TRIAD facility at the corner of Wilkinson Road and Sawyer Road.
Recommendation That the School Board declare that this facility is no longer needed, and approve the Castaldi application for site of the old TRIAD program and submit to the Florida Department of Education.
12. APPROVAL OF A TEMPORARY WAIVER OF POLICY 6.914 TO ALLOW FOR A SUPPLEMENT IN LIEU OF COMPENSATORY TIME FOR RACE TO THE TOP WORK REQUIREMENTSDescription
As per Policy 6.914, compensatory time may be provided to administrators who are exempt from overtime pay. In lieu of compensatory time, a waiver is requested in order to provide a supplement for one administrator working on critical RTTT project work on the student growth model component that must be completed prior to the end of the school year.
The nature of the RTTT work requires highly specialized knowledge and expertise in data system design, statistical modeling and analyses. It is estimated that completion of the work may take 400 hours and cannot be completed during regular hours without compromising existing department operations. Provision of compensatory time is not feasible in that the accrued hours could not be used prior to the end of the school year. Hiring external consultants who are not familiar with the district's internal data systems would require extensive support from our own staff and would extend the time frame for project completion which, in turn, may result in the district not meeting the state's deadlines for deliverables. The most efficient and practical option is to use the expertise of current staff to perform the work on non-duty days.
RTTT funds will be used to compensate the administrator per pay period based number of work hours documented and the completion of required project deliverables. The waiver is requested through June 30, 2011.
Recommendation That the School Board of Sarasota County approves the request for a waiver of School Board Policy 6.914 through June 30, 2011.

13. APPROVAL OF LICENSE AGREEMENT BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY AND FLORIDA POWER AND LIGHT (FPL) AUTHORIZING FLORIDA POWER AND LIGHT TO CONDUCT SOLAR FEASIBILITY STUDIES AT SELECT SITESDescription This License agreement authorizes Florida Power and Light to conduct solar power feasibility studies at select sites across the district. The purpose of the study is to determine which roof structures would be adequate for Florida Power and Light to install and operate a solar array placed on the roof structure of buildings across the district. The operation of this solar array would generate revenue for the district in the form of lease payments from Florida Power and Light. This License agreement only authorizes FPL to conduct the feasibility study. Lease agreement would be entered into at a later date.
Recommendation That the Board approve the solar study license agreement between the School Board of Sarasota County and Florida Power and Light as presented.

14. APPROVAL OF THE BUILDING OF AN ADULT ED. CAREER PATHWAYS SYSTEM GRANT PROPOSAL TO ADULT EDUCATION AND FAMILY LITERACY FOR SCTIDescription COMPETITIVE: Grant Funds of $120,574 will allow SCTI to provide fiscal resources to analyze the Adult General Education program components in order to reach the goal of increasing the number and percentage of students that enter post secondary education and earn a degree, certificate, and/or industry credential. A steering committee will be established and a five-year strategic plan to create an adult education program that includes adult education career pathways and transition to post secondary programs as an integral part of the delivery system.
Recommendation
That the School Board of Sarasota County approve the Building an Adult Ed. Career Pathways System grant proposal.

APPROVAL OF THE SKY ACADEMY CHARTER SCHOOL APPLICATION GRANT PROPOSAL TO THE FLORIDA DEPARTMENT OF EDUCATION FOR THE SKY ACADEMY/RAE-CHOICEDescription COMPETITIVE: Grant funds of $325,000 will be used for start up costs for a new Charter School. The mission of the new Charter School is to increase student achievement of middle school students through a blending of physical activity, wellness concept and rigor. This will include salaries for administrative and clerical staff to meet with parents and hire staff. In addition, salary dollars will be used to appropriately register students into the district system. Recruitment activity, teacher preparation, purchase of equipment and supplies and preparation of instructional materials will be included.
Recommendation That the School Board of Sarasota County approve the SKY Academy Charter School application grant proposal.

16. APPROVAL OF EXPULSION CASE NO. 10-254Description The student listed in Expulsion Case No. 10-254, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement. On January 26, 2010, the student listed in Expulsion Case No. 10-254, violated School Board Policy 5.34(1)(g), Fighting and Disruption. It is the recommendation of the Superintendent, that the student be expelled from the Sarasota County Schools until June 6, 2011.

Minutes: Board member Carol Todd stated that the students are on vacation next week due to Spring Break and for the public to drive carefully.
Board member Shirley Brown stated she was in Tallahassee when the February 15 Board meeting was meeting. The new Senate Bill 6 now called Senate Bill 736 Race to theTop is being modeled much after the grant approval that we received from the Race to the Top fund. There is activity going on; perhaps some changes to retirement systems. If anyone would like to see what is happening in Tallahassee you can go to My FloridaHouse.gov and click on committees and you can go to broadcast and watch the meetings live.
Board member Caroline Zucker announced some of the different programs taking place at the schools:
Booker Middle School - March 2 & 3, 2011, is playing Fiddler on the Roof at the VPA Program at Booker High School
PALS Sailor Circus is in full scale practice now. The first performance will be March 30 and 31, and a couple of weeks into April.
Booker High School will have their all VPA Art Show and North Port High School will have Music in our Schools on March 22. You can go to the website and find what is happening in our schools. For little money, and some of it is free, you can see fantastic performances by our students in middle and high schools.
